MEMORANDUM FOR: Chairman, National Intelligence Council

National Intelligence Officer for Warning
SUBJECT: Approval of TDY to US Naval War College
1. Request approval for NIO/W to travel to US Naval War College for
participation in seminar discussions and war game sponsored by US?C
during the week of 19-23 August 1985.
2. The invitation to participate (see attached) was extended by
Lt. Gen. Gray, Commander of II Marine Amphibious Forces and Fleet Marine
Forces Europe. The seminar war game is for the purpose, among others,
of examining "the criticality of early decision making by the National
Command Authority to intelligence indicators in a preconflict
environment." The marines are, of course, most interested in how early
decisions might affect the employment and utility of Marine forces in
Europe. The seminar war game will evidently also be attended by
commanders and staff members of the US Army and various Northern European
NATO commands.
3.I lof my staff will represent the NIO/W during my
absence.
4. The Navy will cover all expenses of travel and lodging associated
with the above TDY.

Army and various Northern European NATO commands, will be con-
ducting a seminar war game at the Naval War College, Newport,
Rhode Island, during the week of 19-23 August 1985. I am
soliciting the participation of a member of your staff, Mr.
John Bird, to play a key role in this war game.
Your agency and I have a mutual interest in the ultimate
outcome of this game. During this game and its related works
(Flag Officers Seminar June 85, Global War Game 85, and CINC-
LANT Tactical Command Readiness Program 1-86) we are attempting
to analyze and develop maritime and amphibious campaign options
which lead to the accomplishment of national objectives. The
results of these games will be briefed to members of the Joint
Chiefs of Staff and National Command Authority the Naval War College. One of the overall objectives we hope
to accomplish is to convince our national decision makers of
the criticality of early decision making by the National Command
Authority to intelligence indicators in a preconflict environ-
ment. My past professional association with Mr. Bird has con-
vinced me that his professional background and experience make
him uniquely qualified to play a role in the National Command
Authority Cell during our war game.
I realize that lending a man of John's caliber for a week
to an outside organization is a tremendous burden on your
agency; however, I believe that the mutual benefits to be
gained by his participation justify my request. Hopefully, you
will be able to reply favorably to this request.
