SUBJECT: Invitation to Brief Secretary of State's Advisory
Committee on South Africa
1. As I mentioned to you at Staff Meeting on 18 February, I have
been invited to brief the Secretary of State's Advisory Committee on
South Africa for about an hour on Saturday, 22 February. INR will also
brief them at that time.
2. In an earlier memo, I suggested that in my view CIA (and NIC)
association with this group has several downside possibilities. I and
others believe that several members of the panel already have fixed ideas
on South Africa and will not welcome alternative views, and in any case,
I see this group--or elements thereof--ultimately publicly unloading on
Administration policy in regard to South Africa.
3. If you approve, I will brief them. I was noncommittal when asked
by phone and told Bill Kontos I would get back to him regarding my
attendance.

South Africa I invite you to participate in a formal meeting of
the group from 9:00am - 10:00am, Saturday, February 22.
The session in which I hope you can make a presentation is
called "The Crisis in South Africa: Current Views of the
Intelligence Community".
Representatives of INR will also participate in this
session which I trust can give the Committee a solid assessment
of the current situation in South Africa, identify the critical
issues that are evolving and project for us the direction these
trends are moving in the months and years ahead.
