Weekly Report
3. On 12 August OC officers will meet with officers from
DOD's Nuclear Weapons Management Plan, Intelligence Group, to
present an 0C-developed statement of requirement for a contract
study of measures to enhance the survivability of the CIA communi-
cations network in a nuclear stressed situation. If our proposal
is accepted, DOD will transfer $300,000 to CIA to fund the study
and OC will serve as the Contracting Officer's Technical Represen-
tative.
5. Several weeks ago we reported that a seemingly disturbed
person placed 481 calls to the Agency switchboard in a three-day

period. More recently the caller placed 1,997 calls from
2-8 August. The caller has been identified; however, after
threatening to take his telephone out - which only further
agitated the man - C&P union workers went on strike.
6. The Communications Workers of America strike has also
seriously curtailed or halted all work on the installation of the
Dimension telephone systems at Ames, Chamber of Commerce and Rey
Buildings.
