2. The Capitalization Program began FY-1987 on a high note
with the installation of thirteen high frequency radio systems,
thirteen automated message processing terminals (ten TERPS and
three ICTs) and five satellite terminals during the October-
December time frame.

The Personnel Administration Group (PAG) responded to several
requests for information relating to various aspects of OC's
experience with the experimental Pay Banding system. On
22 December, representatives from PAG provided a short briefing

on the "lessons learned" in OC Pay Banding to the Agency Compen-
sation Task Force, and on 24 December, PAG representatives parti-
cipated in briefing the DDA on various aspects of "managing" the
OC Pay Banding experiment. In addition, arrangements have been
made to provide another OC Pay Banding briefing next week, on the
use of "PR" in conjunction with the experiment. It is anticipated
that these Banding briefings are just a few of a great number
that will be requested in the near future, as the Agency's
Compensation Task Force continues its efforts.
