At a recent OC Management Workshop, a question was raised
regarding the process for determining Panel 0 assignments. The
following addresses this issue and is being provided to assist in
clarifying current Panel 0 procedure. The DD/CO, as Chairman of
Panel 0, solicits input from the OC Division Chiefs who comprise
the Panel 0 Assignment Panel. It must be kept in mind that there
are a number of Panel N and D personnel also assigned to Panel 0
positions. Therefore, additional input into the assignment
process comes from other OC Panel Chiefs who work closely with
the DD/CO and regularly provide suggestions, information, and
other support as needed. The DD/CO often confers with both
groups to discuss particular assignments prior to arriving at
assignment decisions. While the DD/CO determines specific
Panel 0 assignments, the D/CO reviews all Panel 0 assignments
and provides the final approval. I realize the above is a
thumbnail sketch of the Panel 0 process. If anyone requires
greater detail, please do not hesitate to contact AMD or the

System, attended a two-day conference on 20-21 August, sponsored
by the Director for Operations (J-3), Office of the Joint Chiefs
of Staff, at the Pentagon. A working group convened to consider
remedial action for critique items which resulted from the recent
Federal/Military Command Post Exercise "PRESENT ARMS 86." There
were no OC equities involved in any of the critique's action
items.

1. During the reporting period AMD bid farewell to
the "Rover" Processing Officer, who departed for a new
assi2nment with the Retirement Section, OP. AMD also welcomed
who assumed the duties of the Assignment
otticer tor ASCA.
2. A meeting was held on 15 August for the purpose of
creating a Panel N Advisory Board. The Board will provide a
mechanism for senior Panel N'ers to participate in the management
of Panel N. When formalized, the group will consist of several
25X1 TCM-4 Panel N senior managers. Initially,
(Panel N Career Management Officer) will serve as the Chairman.
It is anticipated that meetings will be held monthly to address
Panel N topics to include Banding, recruitment, retaining
personnel, assignments, "tech burn-out", new administrative
procedures, and other relative topics.
3. AMD's Security Officer has portable travel locks
available for loan to TDY travellers. These items are highly
recommended during hotel room occupancy to enhance your personal
security while traveling, particularly in the overseas environ-
ment. For those who wish to purchase the locks themselves, the
EAA Store at Headquarters sells them for less than $2.00, or a

25X1 4. The final session of the managerial
training courses for domestically assigned OC officers was
held from 18-22 August. Over 300 students have been trained
25X1 by the team since February. Similar training for OC
field officers will begin in September.
5. Technical Class 5-86 completed Phase I training during
the reporting period and an appropriate graduation ceremony was
25X1 held on 22 August.

1. A detailed statement of the mission and functions of
the overseas COMSEC staffs was sent to all Area Headquarters.
It delineated, in general terms, the respective responsibilities
of the COMSEC staffs and the various security specialists of OS.
2 A COMSEC Officers Conference will be held
on 25-26 September. All overseas and domestic COMSEC
officers will be attending.

1. Recent Phase I activities of the Field Acceptance Test
and Cutover process for the MERCURY Packet Switch System included
implementation and testing of the new configuration database.
The new, larger database contains two 64-line nodes and two
32-line nodes, and the associated profiles and configurations
to conduct operational testing of interfaces and functions in
an environment which closely emulates that of the OC/OIT
telecommunications network.
3. A new release of the OPSCOM Communications Terminal
(OCT--a simplified version of the ICT software) has been
developed and released. This new version will allow a receiving
terminal to automatically respond with a message which tells the
sending terminal that a message was received and stored on disk.
4. Printing of the ICT Operator Manuals has been completed
and the manuals have been placed into stock.
5. The engineering test and evaluation of the LRM-4 is back
on track. The unit will be demonstrated this week to interested
parties. This device provides an async serial data format with
control lines included in the serial format thus allowing KG-84
encipherment of all data and controls.
