Based on preliminary indications and close interaction between ORD, FBIS, and Advanced Decision Systems, RUBRIC appears to be a useful tool to support the FBIS analytical effort. Therefore, at the request of Chief, Analysis Group and with the concurrence of Chief, Engineering Support Group, FBIS has identified $150K in ESG's FY 89 budget to start the technology transfer process of moving RUBRIC from a developmental to an operational environment. We were unable to begin the process before then for three reasons: a. FY 89 will be the first post-installation year of the Automated FBIS System (AFS) at FBIS headquarters; therefore, it is the first time we can begin to add functions like RUBRIC to AFS. b. While RUBRIC appears promising as a tool to enhance text search and retrieval, there are still two outstanding areas that require further development: 1) the ability of RUBRIC to run against large data bases, and 2) the need for increased functionality of RUBRIC for our analysts. The ORD work in FY 87 and FY 88 addresses these areas. c. FBIS has no money budgeted for RUBRIC before FY 89. 2. Based on meeting with on 6 January, we would like ORD to continue funding the current research in addition to that described in paragraph l.b. Beginning in FY 89, we would jointly fund the transfer of RUBRIC from ORD to FBIS at a $75K ORD, and $150K FBIS level. After that FBIS would carry the project in its budget. FBIS would thus be responsible for operations, maintenance, and training costs. This, of course, assumes that RUBRIC continues to evolve successfully. FBIS' lack of funds before FY 89 is not an indication of our disinterest, but of the fact that until a year or so ago, RUBRIC was not considered an FBIS-unique product; indeed, at first we were primarily a provider of unclassified data for the project. Since then, we simply have not had funds available due to budgetary considerations.
