SUBJECT: Review of Human Resources and Compensation Task Force
Report 0
1. Attached is the Execgtive Summary and the Proposed System
Summary drafted by the Human Resources Modernization and Compensation
Task Force describing the proposed new personnel management and
compensation system for the Central Intelligence Agency. The document
represents an attempt to develop an improved personnel management and
compensation system which will make the Agency more competitive in
continuing to attract and retain a high-caliber work force. Because this
new system will have such broad impact, all FBIS employees are being
given the opportunity to review and comment on the proposed design
features. 17
2. An Expediting Panel has been established within FBIS to answer
any questions you may have on the proposed personnel management and
compensation system. To aid you in formulating your response, I am
attaching an evaluation form covering the features of the system. The
form and any additional comments you may have should be forwarded to your
panel representative by C B 24 July for inclusion in the overall FBIS
response to the DDS$T. 17
