FBIS Collection Requirement No 84-10: Soviet Strategic
Capabilities
1. This is the updated Collection Plan on Soviet
Strategic Capabilities which includes numerous collection objectives for
which FBIS is responsible. The Intelligence Community and FBIS have
determined that FBIS can respond fully to these objectives from sources
available to you. FBIS performance will be evaluated on your selection
and processing based on these requirements. On page 4 the community.
cites examples where open sources have been "extremely useful" but also
adds that "more timelytraiis1ation and dissemination of Soviet military
reporting is needed."
2. An "Official Use Only" version is included for use by nonstaff
employees in the field or contractors. Liaison has marked the FOUO
version to show which objectives are FBIS' responsibility. There is also
an unclassified list of key personalities for monitor and contractor
reference. The field does not need to keep this memorandum or the
classified version of the collection plan.

Soviet Strategic Capabilities are designated FBIS Collection Requirement
No 87-25. This supersedes No 84-10 which should be destroyed. Your
comments or suggestions on this collection plan are needed to improve the
