1 Progress Reports on Tasks Assigned by or of Interest to Senior
Management:
On 11 January 1988, Chief, New Building Project Office, OL,
provided a tour of the New Headquarters Building for the Director of
Logistics.
2. Major Events that Have Occurred During the Preceding Week:
a. On 7 January 1988, the New Building Project Office (NBPO), OL,
met with the General Services Administration (GSA) Project Manager to
discuss the Government's position regarding the Bid Package 3 contractor's
failure to pursue reinstallation of generator No. 7 The issue involves
not only one contractor's lack of diligence, but a series of tenuous
relationships between prime and subcontractors, eachi of whom have sued or
,are contemplating suing each other. GSA and NBPO agreed to a target date

b. Although the Federal Government was closed on 8 January 1988
due to snow, the New Headquarters Building (NHB) construction site remained
open for business. The New Building Project Office Site Security Staff
officers and security monitors opened the site at the normal 0600 ho.giva,,t,toa

work which was scqheduled prior to the storm. The NHB weathered the storm

c. Effective 15 January 1988, the New Building Project Office, OL,
transferred responsibility for storage and installation of the New
Headquarters Building (NHB) carpet to the Facilities Management Division,
f40 OL. With the revised move-in dates for the NHB, it appears that carpeting
will not be installed in the NHB until after the scheduled completion of

d. The New Building Project Office (NBPO), OL, has received a
complaint that the new traffic signal at the intersection of Route 123 and
the CIA entrance road is malfunctioning. NBPO informally surveyed the
traffic signal and found no p oblems. NBPO, however, has asked the
Virginia Department of Transp tation to review timing sequence at the
intersection and make any nece sary adjustments.

4. Management Activities and Concerns:

a. Effective 19 January 1988,
will be reassigned from
the New Building Project Office (NBPO),
OL, to the
Facilities Management
Division (FMD), OL. His uncompleted projects will
be passed to other NBPO

officers or to FMD.

b. As of 13 January 1988, the New Headquarters Building prime
contractor has completed construction of the office space on the second and
third floors of the South Tower and the western portion of the fourth floor
of the North Tower. However, in the absence of a pressing need by Agency
components for access to this space, the New Building Project Office, OL,
has asked the General Services Administration Project Manager not to accept
the space until it has been properly cleaned. If Agency access is
required, it can be arranged immediately.
c. The New Building Project Office, OL, is working through the
General Service Administration Project Manager to obtain completion dates
for the remainder of the New Headquarters Building. We anticipate
obtaining the new dates on or about 14 January 1988, and will distribute
them to all the appropriate Agency components.
