OL/FMG WEEKLY REPORT
PERIOD ENDING 16 NOVEMBER 1988
1. Progress Reports on Tasks Assigned by or of Interest to
enior M na ement:
The Art-in-Architecture project members consisting of
General Services Administration (GSA), National Endowment for the
Arts appointees and Fine Art Commission appointees will meet on
29 November. Final designs for the_New Hes_aseutaaiNilaing_(NHB)
exteapr sculptus_e will be reviewed and a senior Agency official
will have to sign official approval at that time. In addition, the
panel members will select an artist to create interior art, due to
the withdrawal of the originally selected artist, Mat Mullican.
2. Major Events that Have Occurred During the Preceding Week:
a. Status of South Side Chilled Water Lines: No change.
b. New Headquarters Building (NHB):
(1) On 10 November, 19 people from the Office of
SIGINT Operations (OSO) were moved from the Original Headquarters
Building into the second floor, North Tower of the New Headquarters
Building. The move went extremely well and OSO is quite pleased
with their new space. A post move walk-through held on 14 November
revealed only one deficiency. Two Wang printer drops had been
overlooked; however, the Office of Information Technology pledged
to install these drops immediately.
(2) Furniture Delivery: The Integrated Logistics
Support Program (ILSP) Staff received five tractor trailer loads of
CorryHiebert furniture for the New Headquarters Building during the
week of 7 November. An additional four tractor trailer loads of
furniture are scheduled for delivery the week of 21 November.
(3) Wall Sound Proofing: An investigation into
sound conduction problems through hollow walls in the NHB is in
process. The concern is that conversations in one room can be
overheard in adjacent areas. The Design and Engineering Branch,
D/FMG/OL, has measured sound (decibel) levels in the IG office
area, which will be used for a test. Ogden Allied is installing

high density blown-in insulation inside the walls of the test
area. After insulation, FMG will again measure sound levels to see
what reduction is achieved. FMG has also changed the NHB
construction standards to exclude all hollow partitions from all

(4) Security Trash Chutes: The North and South
ower trash chutes have been tested successfully and will be placed
25X1 into service once accepted and approved by GSA and FMG.

(5) Direction and identification sign installation
in the north tower and .Atrium of the NHB is now complete. Also
expediegd werg-the manufacture and installation of elevator
numbers, atrium glasq rnnm and P1PVAi- r telephone emergency
25X1 instruction signs.
c. Backfill Project - GC03 Computer Center Renovation:
Demolition work in GC03 is 95 percent complete and the contractor
has requested a switch to the day shift for new construction work
as per his contract. Because of a shortage of escorts during the
day shift, the Headquarters Consolidation Branch, SPD/FMG/OL, has
requested a cost from the contractor to continue working the
25X1 1600-2400 shift.
d. Scattergood-Thorne Property-Renovation: A letter
0.dintended to solicit responses from interested architectural firms
46` for designing the conversion of the Main and Guest Houses at
VieK,Scattergood into a conference center is being prepared. This
letter, along with a list of firms, will be forwarded to
FMG/Contracts Staff for processing. All responses to the letter
will be evaluated, and a short list of qualified firms will be
developed from which to make a final selection.

e. Jogging Track Project: This project is on hold
pending a decision from FMG management. Alternatives were
forwarded to FMG management on 8 November for consideration. A
meeting has been scheduled with the Park Authority on 15 November
to review the construction drawings. Other alternatives will be
provided by Dewberry and Davis.
f. Child Day Care Center (CDCC) Project: Grading work
CDCC site continues. Contracts with SAIC Architect, Inc.,
designers of the project, for professional services during the
construction effort, and with Professional Services Industries,
Inc. for construction materials testing, are being processed.
These services are essential at this point to continue the
construction effort. Ogden Allied was also tasked to provide
temporary electric power to the construction site.

g. Central Plant Boiler: On 8 November, representatives
of the Hartford Steam Boilers Inspection and Insurance Company
performed a safety and operational inspection of Boiler No. 2.
Hartford confirmed that the induced draft fan of this boiler is
undersized for full load operation and recommended that the boiler
should not be operated above approximately 50 percent of its rated
25X1 capacity until the boiler modifications project is completed.

h. DCI Tunnel: Construction of the guardhouse for the
DCI Tunnel Entrance was delayed due to the discovery of unsuitable
subsurface conditions. Geotechnical engineers were brought to the
site, but were unable to make a definitive assessment without
testing to determine specific information about the soil
composition. Based on inspection, there was a loose fill material
to a depth of at least six feet. The Facilities Operations Branch
project officer in consultation with Design and Engineering Branch
will determine how to proceed. The solution suggested by the
geotechnical engineer is to excavate to firm ground and provide
compacted fill up to the required level. Design and Engineering
Branch has asked for a written assessment from the engineer so that
a final determination can be made.

K. Renovation activities at the E-Street complex
continue. The Office of Training and Education has confirmed plans
to OCCUPY East and South Buildings on or about 12 January 1989.

and a 30 KVA UPS system has been delivered to the Office of
Security and electrical installation is

or about 28 November.

Escort Problems: Allied custodial continues to find it
increasingly difficult to perform their assigned duties due to lack
of escorts. The lack of escorts is affecting their ability to
