SUBJECT: FY-86 accomplishments/FY-87 priorities
1. As we enter this new fiscal year, I want to acquaint you with a few of
OL's major accomplishments over the past 12 months as well as a synopsis of
those issues that I see as our top priorities for the year ahead. F-I
2. My personal thanks to each of you for your many personal, contributions
to our logistics efforts. OL's ability to respond to the demands of the past
year has been directly related to your dedication and hard work. I will
depend on you even more as we face the challenges that lie ahead.

? Monitored construction of the New HQ Bldg from the
Vice-Presidential dedication/cornerstone-laying ceremony in Nov
85, to "topping out" (placement of the last major piece of
structural steel) in Jan 86, to the present stage, which sees a
well-defined structure. The North Tower is substantially
enclosed, corridor walls are in place, room layouts are
established, and almost 95,000 sq yds of carpeting are on order.
Plans call for occupancy to begin next fall. The New Bldg
received the "Building of the Year Award" from the Iron Workers
Employers Assoc of Washington, DC, in Apr.
? Negotiated the largest contract ever awarded under the Small
Business Administration program -- $5.8 million, awarded by GSA on
our behalf -- for construction of two Security Control Centers (1
at the Main Gate and 1 at the GW Parkway entrance) and for
repaving of the HQ Compound.

now in various stages of training). Instituted a Mid-Career

? Course for OL wage-grade employees; held 2,'runnings. Initiated a
comprehensive review of all OL training programs, to be concluded
this fall.
? Brought on board U new employees. Promoted employees.
Presented awards, including "OL Employee of the Quarter
Awards."

4. Every OL member can be proud that many of those -- and other, unlisted
-- accomplishments, were achieved "over and above" our normal, day-to-day
activities, which are by no means insignificant in themselves.
5. Now, looking toward the year ahead. After much thought, in view of
the enormity of the task facing our logisticians in all parts of the world, I
have grouped our activities into what I consider our foremost priorities.--Far---

personnel/services arr the HQ Compound after the NHB is completed;
and operational/security review ofl lactivities.

reviewing/revamping ADP support within OL; CLAS (commercial
logistics applications systems -- the successor to LIMS);
strengthening relationships with GSA & focal-point systems;
reducing/eliminating nonessential logistics activities.
6. High on our list of priorities for the coming year are these
additional projects:

7. Our highest emphasis will be on OL employees. Our people are second
to none, and I want to make our career management the best in the Agency.
This will mean continuing attention to such areas as training reviews,
Career-trainee programs, Supply Officer & Contract Officer Intern Programs,

cross-training of wage-grade employees, rotational assignments, recognition
through awards, etc., and career development (training and assignments) of our
middle and senior managers.
8. There has never been a better time to be assigned to OL. We have
unparalleled opportunities to contribute our knowledge and skills as
logisticians, because the demand for logistics services is greater than at any
time in our history.
9. We hope to visit many of you in the field during this next year. And
I encourage you to tell us, at any time, how we can serve you better. F1
