In
1. In December 1978 the Scientific and Technical Intelligence
Committee (STIC) produced a report, "The Overt Collection of S&T
Intelligence," which surveyed the Intelligence Community's overt
acquisition of S&T information and made a number of recommendations
for action by various U.S. Government departments and agencies.
2. Attached is a listing of those recommendations from the
STIC report which pertain specifically to your organization as well
as those which apply to the NFIB membership as a whole. You are
requested to advise the Deputy to the DCI for Collection Tasking
by 1 June 1979 of your comments on and capabilities for implementing
the attached recommendations. Please direct your response to the
DirecUr_HUMINT Tasking Office, Collection Tasking Staff, Room
BW-09, Community Headquarters Burl-ding.
