Dear Chairman Boren,
Section 701 of the Intelligence Authorization Act for Fiscal
Year 1988 calls for a study by the National Academy of Public
Administration of personnel management and compensation
systems affecting civilian employees of the intelligence
community agencies.
The final report of this study is to be completed by January
20, 1989. The Conference Report to the act calls for two
interim reports, on May 1 and August 1, 1988. Our May report
provided information on the organization of the study and the
results of our preliminary analyses. Based on this work, it
is clear that the NAPA Panel can provide the Committee with a
far more substantive second interim report if the date for
this report is deferred from August 1 to September 1, 1988.
This matter has been discussed with Mr. Battaglia of the
Committee staff and with Mr. Latimer of the staff of the House
Permanent Select Committee on Intelligence. Both gentlemen
indicate that this change is possible. We are therefore
making a formal request to change the date of our second
interim report to September 1, 1988.
Favorable consideration of our request will be greatly
appreciated.
