Waiver of Dual Compensation Limitation
For Retired Military
At the July 12th meeting, the Panel supported a recommendation
to grant a waiver of the dual compensation limitation for
employment within the IC of a select few retired military
officers. A waiver would be granted only when it is determined by
the head of an agency that the services of such individual are of
vital importance.
In response to this position, the IC agencies were asked to
identify which positions would be best filled with the unique
skills of such retired military officers. The agencies' list is
attached.
Considering the IC agencies input, a Panel decision is needed
with respect to its continued support of the dual compensation
waiver for the IC agencies. Options are:
1. Support general waiver of the dual compensation
restriction for the IC agencies.
2. Support a dual compensation waiver, but only for the truly
unique few. Decision to hire made by agency head. Could
add an annual reporting requirement to the Intelligence
Committees, given the sensitivity of this matter.
3. Don't support dual compensation waiver.
