Ressler: As noted in NAPA's interim report, the military
intelligence work is organized differently, in that it is part of a
larger entity. (DOD). Because the personnel function is so
decentralized, it is not possible to submit much of the data NAPA
has requested. However, they can "extrapolate and magnify" -- for
example, Army has three organizations which would capture 1/3 to 1/4
of its total intelligence workforce. Would this be acceptable?

said it would not emphasize military intelligence in the further
reports. However, we wouldn't want to project any information from
a non-random sample of military intelligence personnel data. It is
fine to get selective data if that's all that is available, we just
have to be careful not to imply that we can generalize from it.
Ressler: Clear on this point. Wants to be certain NAPA understands
they want to give as much as they can so they don't appear to be an
exception to the rest of the intelligence community. Want to be
thought of as part of the community.
NAPA recognizes the decentralized nature of the military
