Dear Dick,
In preparation for our September 30 panel meeting we would
appreciate SSG review of the enclosed staff papers. We would like
to have your comments by Wednesday noon.
The papers are:
1. Overview on Compensation Systems
This paper in its presentation is both an overview and,
because of its three tables, an agency specific paper. We
are not preparing individual agency papers. We are still
working on typing charts two and three but you will find
the printing legible for your review.
2. Overview Paper on Creating a More Diverse Workforce and
Four Agency Specific Papers (NSA, CIA, DIA and FBI)
All of these need SSG review.
3. Overview Paper on Removal Authorities, Staff Reductions
and Outplacement and Six Agency Specific Papers (CIA, NSA,
DIA FBI, Military Services and State/INR
All of these need SSG review.
4. Overview Paper on State/INR (3 copies)
I suggest you need only INR's review of this paper.
On Monday, we plan to provide you with staff papers on
organizational alternatives, flexible benefits, NSA pay changes and
a security matrix which is a special analysis the Panel requested
at its July 12th meeting.
