Since CIA provides most of the support and secretarial personnel, and a significant number of professional detailees, CIA personnel comprise one-half of ICS staffing. The remaining detailees are from the military services, NSA, DIA and the FBI. The inordinately large hiring to staffing ratio reflects the rotational nature of ICS assignments. ICS, therefore, has very little control over minority hiring since the parent agencies determine who is to be assigned to ICS rotational positions.
