Dear Chairman Stokes,
Section 701 of the Intelligence Authorization Act for Fiscal
Year 1988 calls for a study by the National Academy of Public
Administration of personnel management and compensation
systems affecting civilian employees of the intelligence
community agencies.
The final report of this study is to be completed by January
20, 1989. The Conference Report to the act calls for two
interim reports, on May 1 and August 1, 1988. Our May report
provided information on the organization of the study and the
results of our preliminary analyses. Based on this work, it
is clear that the NAPA Panel can provide the Committee with a
far more substantive second interim report if the date for
this report is deferred from August 1 to September 1, 1988.
This matter has been discussed with Mr. Latimer of the
Committee staff and with Mr. Battaglia of the staff of the
Senate Select Committee on Intelligence. Both gentlemen
indicate that this change is possible. We are therefore
making a formal request to change the date of our second
interim report to September 1, 1988.
Favorable consideration of our request will be greatly
appreciated.

benefits study. had offered to do this on a pro bono
basis in a meeting with
I wanted to make sure this was OK given fact that Phil
Odeen of Coopers and Lybrand chairs our panel and is the
managing partner of their DC office.
saw no problem in this arrangement as long as
we made it clear to that what he learned in our
consultations could not be discussed or revealed by him within
Coopers and Lybrand. I told him we would emphasize that point.
We are proceeding to get him a secret clearance so we can
undertake these consultations.
