MEMORANDUM FOR THE RECORD
SUBJECT: HPSCI Comments on NAPA Study
STAT
1. Mike O'Neil of the House Intelligence Committee staff
called me today to comment on the letter that he had received
recently signed by the DCI forwarding the final NAPA study. He
mentioned that they had noted the DCI's favorable comments on the
suggestions made in the study.
2. O'Neil wished to underscore and record the Committee's
position that they read the Director's letter to mean that these
were good ideas that should be followed up and discussed with the
two Oversight Committees before they were implemented. He noted
that that they do not see the Director's letter as a statement
that any specific proposals will be implemented prior to such
consultation.
3. I assured O'Neil that we were aware that both Oversight
Committees were going to have hearings on personnel and benefits
issues this spring and that I thought that his general
understanding of the Director's intent was correct. Please
advise me if this is not correct.
