preliminary draft of the proposed execu-
tive order. The .draft, . prepared by a
working group of. middle-level intelli-
gence officials, would have given the in--
telligence agency greater latitude to col-
lect~information in the United States by
so-called intrusive: techniques: such.'as
searches and surveillance: =- - . _
Senator Moynihan told reporters that
some of the proposed changes were "off
the wall," but that others might be justi-
fied by the agency's need to work with the
Federal Bureau of Investigation in corn-
batingthe threat of terrorism. -
