The board was usually composed of establishment leaders, and Carter thought they weren't rigorous enough in reviewing CIA operations. William Casey, Ronald Reagan's campaign man- ager, once served on the PFIAB and so did Washington lawyer Edward Bennett Williams, one of the few Democrats on the Reagan transition team. Vice President-elect George Bush, worked closely with the board during his tenure as CIA director under President Ford. Sanitized Copy Approved for Release 2010/08/17: CIA-RDP90-00552R000505420055-7
