Frank Spisak, 31, was indicted Wednesday by a Cuyahoga County grand jury on three counts of aggravated murder, with one of the counts carrying death penalty specifications. Authorities have not revealed a motive for the shootings, but Spisak reportedly told police he was working for President Reagan on a project for the CIA. Joseph Worthington, special agent in charge of the Cleveland Secret Service Office, said an investigation found that Spisak had never been employed by the CIA. Worthington said his office was involved briefly because of Vice President George Bush's visit to the Cleveland area Tuesday.
