The information was released yesterday in an official communique reporting the conclusion of the third Romanian-Brazilian joint commission meeting and the list of documents to be signed by Romanian President Nicolae Ceausescu during his visit to Brazil 4-6 June. The closing ceremony of the meeting took place last night in Azeredo da Silveira's office. The meeting lasted 3 days and was presided over by the Romanian foreign trade state secretary, Nicolae /onescu, and by Itamaraty's secretary general, Saraiva Guerreiro. At the ceremony Azeredo da Silveira said that "he was highly impressed by the quality and the quantity of f.ocuments processed during the meetinq," Nicolae /onescu will remain in Brazil until the arrival of the Romanian president. Azeredo da Silveira "wished him a pleasant stay in our country." The five documents to be signed by the Romanian president in Brazil are the following: a commercial PAYMeat and economic agreement dated 5 May 1961; a maritime transportation agreement; a technological exchange agreement for the phWrmaceutical?sattbr; a protocol cooperatiOn_ggreemant for the mining sector; -and an-adjuatMaa.agreement between Side bras and nzinexportimport. The growth rate of industrial output was in recent years, for instance 14 per cent. Highlighting that Romania broadly promotes the relations of international cooperation not only under the form of economic or commercial exhcanges, but also of cooperation in production, inclusive of the setting up of joint companies, president Nicolae Ceausescu pointed out that such companies operate both in Romania and with Romanian participation in foreign countries. As to those carrying on activity in Romania, the Romanian state holds 51 per cent of their capital, while those which Romania sets up in other countries operate upon the same principle, the respective state holding 51 per cent evidently in keeping with the understanding reached. Romania actively participates in tens of cooperation ventures with other countries-- including joint companies--in oil, mining, as well as in cooperation under the form of technical assistance. Referring to the understanding reached with Brazil, the Romanian head of state empha- sized the prospects of a broader cooperation in the domain of transport means, collabor- ation in the iron-and-steel and metallurgical industries. This has caused quite a stir in Costa Rican political circles. The former president--who is still a strong political force both inside and outside the government--spoke at the University of Costa Rica before dozens of students and called for a more just regime which would bring a third of Costa Rica's population out of their misery. He declared that the incumbent constitutional regime is an impediment which must disappear, suggesting a period of strong rule which would be mindful of certain freedoms and willing to make profound juridical, institutional, and economic changes and later call a constituent assembly to provide the nation with a political charter which differs from the present one. Figueres' remarks have generated great interest and already yesterday the incumbent president, Daniel Oduber, and two of his intimate coworkers, the ministers of the presidency and foreign affairs, Carlos Manuel Castillo and Gonzalo Justo Facio, conferred with the former president about this. Today in the journal [word indistinct] Figueres announced an expansion of his ideas which Minister Castillo termed "interesting." The government is not commenting on Figueres' ideas although it is following the reaction with obvious attention. It is well known that in the political circles in favor of and opposed to the government, the former president's stand is followed closely. It was known that Figueres privately favored calling a constituent assembly to draft a new political charter, but his remarks had not gone so far as the ooncepts he stated at the University of Costa Rica nor had they gained such publicity. The signing ceremony was attended by Cypriot Minister of Finance Andreas Patsalidhis; the Cyprus ambassador to the Soviet Union, Dhimos Hadzimilitis; and staff members of the Cyprus Embassy. It was attended on the Soviet side by Semen Skachkov, chairman of the State Committee for Foreign Economic Relations, and by senior committee officials, as well as by representatives of TASS, APN, Soviet radio and television. The agreement provides for the exchange of specialists and consultants; for industrial and technical training; for the construction of specific projects and enterprises, and the supply of equipment and material for them; for exchange of views between specialists in economy and technology; and for the exchange of patents, licenses and scientific- technological information. As pointed out in Article 6, the agreement comes into force on the day of signing .and. is valid for 10 years. It will be automatically extended for 10 more years.. if neither Side demands its anntIment 6 months before the expiry date. The agreement was signed for the Soviet Government by Semen Skachkov, and for the Cyprus Government by Andreas Patsalidhis. After the signing, both sides spoke briefly. Andreas Patsalidhis particularly expressed sincere thanks to the Soviet Government for its readiness to help Cyprus during a. difficult period. He said the signing of the treaty represents another step in strengthening the friendly relations between the Soviet Union and the Cyprus Republic, steps which serve the interests of both countries and peoples. Petrov article: "Obstacles in the Way of a Settlement"] [Text] The virtual breakdown of the fourth stage of the intra-Cyprus talks, which were to have taken place this time in New York, and the renewed talk of the proclama- tion of an "independent" Turkish Cypriot state on Cyprus have once again drawn attention to the fate of this island. It will be no exaggeration to say that from the very moment of its birth the Republic of Cyprus has been the object of endless intrigues by international reaction and, above all, by the NATO military. NATO circles have long been nurturing plans to turn the territory of Cyprus, which occupies an exceptionally important strategic position, into a NATO strong point in the eastern Mediterranean. It was precisely with this aim that repeated attempts were made to subordinate the Republic of Cyprus to NATO's interests, and precisely this aim lies at the basis of the imperialist circles' conspiracies against the sovereignty, integrity and independence of the Cypriot state. Last year's putsch organized against the legitimate Government of Cyprus and the armed external interference in this country's internal affairs were a link in the chain of these intrigues. The consequences of these actions proved very serious. The island's economic life was disorganized and is being rehabilitated with difficulty. Tens of thousands of Cypriots were forced to leave their homes as a result of the military operations which developed on the island. A huge army of refugees appeared. The situa- tion was complicated by the steps taken unilaterally by the leadership of the Turkish community to set up a detached state formation on that part of the territory of Cyprus controlled by Turkish troops. To judge from foreign press reports the authors of this plan, which is directly aimed at actually splitting the island and liquidating Cyprus as an independent state, have not stopped at this. As already stated, appeals are being made for the final separa- tion of the "Turkish Cypriot state" and for the proclamation of its "independence." Such a statement was made by R. Denktash, leader of Cyprus' Turkish community, on his arrival in Ankara following the breakdown of the fourth round of intercommunal talks. This statement and certain specific actions which followed it have aroused a sense of well-founded alarm on Cyprus. It is not merely that these plans fundamentally contra- dict the UN Security Council decisions aimed at insuring the sovereignty, independence and territorial integrity of Cyprus and the immediate withdrawal of foreign troops and at affording Cypriots themselves the opportunity to resolve questions of their country internal structure. The majority of Cypriots saw the arguments about "proclaiming the independence" of a separate Turkish state formation on Cyprus merely as new confirmation that certain circles in the West and their confederates on the island have not only not abandoned their plans for partitioning Cyprus but have also taken one more step toward this goal.
