1. In accordance with your request, it is desired to
briefly outline some of the cases which have occurred or pro-
blems which have been brought to the attention of this Branch
in connection with our authorities to utilize current Fiscal
Year funds. The greatest p roble., is the overall one of not be-
ing able to handle our funds in a normal manner insofar as laws
and regulations are concerned since we do not actually obtain
