I Ai ON. ARTHUR G. Ir orxswTO= . #. aous$ of aarrrsstvas~ -: F ~(p y .U n, h 7-1949;k Mr. `Speaker, I have M cause"9t my confidence in members of ? the Committees on Armed Services and on Was whom 1-know well. Their as- surance that tilt secrecy which sur rounded committee consideration was only to safeguard our national security persuaded me, and at the last thoment. not. to oppose the, bill on grounds of in- adequate consideration and_ dangerous secrecy. I do want to go on record that I regard this kind of legislative proceeding in the United States as dangerous and sub- versive to our form and philosophy of government. We have a wonderful tradition in the United States of open debate on all legis- lation. . . I am fearful that the -secrecy of con- sideration of this measure, the so-called "spy" bill, sets an example which we will regret. This country must, as a matter of reality, have its own espionage net- work, whether we like the word spying p;&v,4tq,~ dLslike - "`da Rouse l won jl?o adlc s ` The spE next tad aY it ad1 o4rn to t.he requestR meet $$Mr stets, Of the gent, f fec~ to .r, Semen ,,. ,' rose and I S the ht of Quire 447 not soix ObJedt, Re. Might we inquire of the Speaker, if there are any.;,other. suspensions that ybe has } in mind at this time The SPEAKER. No. Mr. MARTIN of Massachusetts. The bill to which the distinguished >najority leader referred is the: so-called hush;- hush bill? Mr. McCORMACK.' -That is the bill where the committee had to receive testi- mony in executive session on a certain part of the bill ,but not the entire bill. That was on a good proportion of. the bill and insofar as that has relationship to hush-hush the answer is "Yes." On Wednesday the Labor and Federal Security appropriation bill will be-taken up. Thursday and Friday I am leaving open. It all depends on whether the rent control bill comes. out of the com- mittee, which I expect. Then. there is the wage-hour bill, that is the mini- mum-wage bill, and the amendments to the Fair Labor Standards Act. If either one of them are . reported- out, it is my intention to bring one of them up and if possible, both of them on Thursday or Friday, but I doubt if both can be brought up on those days. But I would like to have that flexible reservation so that the House and every Member will feel4 hat I am keeping faith with them. ,', i 71W 8'E R. _ G-NO o Q mmittee on Rules.' Approved ru ~s for.
