MEMORANDUM FOR THE FILES
1. Discussed with the Director the position to
take regarding the visa section. The Director's under-
standing was that Mr. Lovett's informal concurrence was
to the complete language of the section. He will talk
with Mr. Lovett further on the basis that we would be happy
to accept the Secretary of State as a concurring party in
the:-section if the concurrence were made by the Secretary
alone. But he will'-not accept it if the concurrence is to
be made by a designee of the Secretary, particularly in the
Visa Division, as this will defeat the purpose of the sec-
tion.
2. Mr. Fisher Howe informed me today that his
thinking was to concur completely in the bill as it pre-
sently stands, and to recommend same accordingly unless
some other section of the Department had a compelling reason
to dissent. He requested that the Director not see Mr.
.Lovett at this time, and he assured me that he would not
release a letter to the Bureau of the Budget of a non-
concurring nature without first informing me, providing he
had my assurance that the Director would not talk with
Mr. Lovett at this time. I stated that I would recommend
to the Director that he not go to see Mr. Lovett, but that
I could make no assurances as to any ultimate happening
should the two of them meet informally at a meeting.
3. In regard to the request of the Office of the
Counselor of the Department for additional copies of CIA
legislation, Mr. Howe requested that they be furnished 6
copies direct.
