A BILL
To promote the national security by providing for a National -
Defense Establishment, which shall be administered by a.
Secretary of National Defense,.and for a Department of the
Army, a Department of the Navy, and a Department of
the Air Force within the National. Defense Establishment,
and for the coordination of the activities of the National
Defense Establishment with other departments and agencies
of the Government concerned with the national security. 7

1 the validity of the remainder of the Act and of the applica-
2 tion of such provision to other persons and circumstances
3 shall not be affected thereby.
Amend the title so as to read: "A bill to promote the
national security by providing for a National Security Organ-
ization, which shall be administered by a Secretary of
National. Security, and for a Department of the Army, a
Department of the Navy, and a Department of the Air
Force within the National Security Organization, and for
the coordination of the activities of the National Security
Organization with other departments and agencies of the
Government concerned with the national security."
