The committee is seeking to get the bill, which would govern all U. S. in- telligence activities, Including those of the FBI, to the Senate floor by mid- April. The ACLU complained that as a re- sult, the Carter administration has yet to be required to explain "why it sup- ports and needs the permissive stand- ards for investigating Americans" it has drafted over the past three years in conjunction with the Senate panel. Administration witnesses, led by CIA Director Stansfield Turner, have fo- cused on their complaints primarily on the extent of congressional over- sight.
