..The Senate Intelligence Committee
'as accused Yesterday ~ of -? rushing
ahead with a proposed charter for the
CIA that could legitimize the abuses
it was ostensibly designed to correct.
Assailing the.bill as misleading'leg-
lstation full'of-phantom restrictions,
the-American Civil Liberties ,Union
protested that .: it provides broad au-
thority to spy on Americans at home
and abroad who -art, engaging in law-
ful political activity.
ACLU spokesman Jerry. -Berman
lodged 'the. complaints:;-as a daylong
parade of witnesses, voiced dissatisfac-
tion with the measure.. He was fol-
lowed by spokesmen for the Associa-
-tion..af .Former Intelligence Officers
who charged that the bill is too re-
strictive.
The committee is seeking to get the
bill, which would govern all U. S. in-
telligence activities, Including those
of the FBI, to the Senate floor by mid-
April.
The ACLU complained that as a re-
sult, the Carter administration has yet
to be required to explain "why it sup-
ports and needs the permissive stand-
ards for investigating Americans" it
has drafted over the past three years
in conjunction with the Senate panel.
Administration witnesses, led by CIA
Director Stansfield Turner, have fo-
cused on their complaints primarily
on the extent of congressional over-
sight.
