Many persons, Nam Vet's, mainly Service and Supply Troops have ask
why the only exception we have for Medic's Corpmen, Dustoff's, and
the like are excepted into SEFS, even though they are Non-Combatants?
Well, in our own humble way, let us explain it this way...
On 4 September 1967, Vincent R. CAPODANNO, US NAVY MEDIC, (a Non-Com-
batant) while serving with the 3rd Bn, 5th US Marine Regt., 1st US
Marine Division, in the Quang Tim Province "GAVE HIS LIFE" l Although
he was wounded CAPODANNO refused medical attention and was killed in
an attempt to rescue a mortally wounded Corpsman... He received the
Congressional Medal of Honor! Any other questions.... The personal
bravery of "Combat Medic's,, go they by the title of Doc, Corpman, or
whatever, is beyond question... I myself can relate several stories,
personnally observed in Combat, in Vietnam that are worth relating...
And so can many of OUR menbers, truthful honest and heart rendering,
but this is not the place... And "Old World War 1, Combat Sargcant"
once told me "That though the man is dead, he is never really dead,
as long as you, 1, we, remember him!"

SPACE AVAILABLE RESERVATION CHANGE: The Air Force has modified its
rules on Space-A Travel requirements, to allow Space-A's who sign--
up for flights to update their travel intentions evry three days in-
stead of every 24 hours. This means that Space-A's will not be re-
moved from the waiting list for fai ling to not ify the terminal of
their travel intent ions evey 24 hours. (Don't forget your Sleeping flag ).

an unemployed or "under-employed" veteran may he eligible for an
extension of their Len year education cliglbi iiLy period. Public
Law 97-306 passed by Congress last year calls for an increase of
certain education benefit time limits to December 1984.
Basic eligibility requirement is that a veteran be unemployed or
underemployed for six months or more and that "some type of voca-
tional training is required to obtain a reasonably stable employ-
ment situation consistant with his aptitudes and abilities." The
extension for occupational, apprenticeship and on-the-job training
may not normally exceed the applicants'unused entitlement. The ex-
tension period for benefits is retroactive to January 1, 1982, and
ends on December 31, 7984. The V.A. urges all interested Vietnam-
era veterans to contact the VA Regional Office concerning the new
liberalized education extension regulations...

ually receive timely notice of the debt. This new limitation affects
only those notices of indebtedness issued on or after April 1, 1983.
This provision affects compensation and pension overpayments, aswell
as education overpayments...
Waiver requests on debts arising out of housing and small business
loan programs administered by the VA under Chapter 37 of Tital 38,
USC, will not be affected by this revision. There is still no time
limit on filing a waiver request on these latter programs.
INTEREST ADDED TO THE VA DEBT: The V.A. began to change interest
on delinquent debts last April, Otis charging its debtors costs of
collc'ctAnq deliqucnL dchts, in accordance with Public Law 96-466.
The law states t.hal. the rate of interest paid by the United States
for its borrowing, and shall be determined by the administrator of

The Soviet-Shitski's, in concert with the Shit.ski-
CAST Rg-Cuban regime; are in the process of altering
the strategic balance in the Western Hemisphere. Having
established a strategic base on the island of Cuba, the
Soviet-Shitski-Cubans now have the capability to signifi-
cantly disrupt U.S. deployements to Europe in response to
NATO requirements. Virtually all military and commercial
shipping served by U.S. gulf ports must pass within range of
Cuban air and naval forces equipped with potent Soviet-Shitski

The Marxist-Shitski-Sandanista regime in Nicaragua promises to
become an equally disconcerting threat to startegic maritime traf-
fic using the Panama Canal.

The Soviet-Shitski-Cuban strategy is clearly designed to further up-
set the strategic balance, cause deversion of U.S. attention and re-
sources, support wars of "Pseudo National Liberation," and use mil-
itary and economic initiatives to increase Shitski-Commumist influ-
ence in the region.
The Warsaw-Shitski-Pact continues to provide the greatest threat to
NATO secuity. The Warsaw Shitski-Pact nations have a standing force
of some 5.7 million men of which 4 million face NATO in Europe.
The total Warsaw-Shitski.- Pact force includes ?46 active divisions;
185 of these are opposite NATO. Fifty-five of these divisions are
non-Soviet-Shitski-Warsaw Pact divisions; the remaining 130 are
Soviet-Shit.skI divisions. Tn addition, there are over 700,000 per-
sonnel with some military training enrolled in the nat tonal security
forces (KqU) of the Warsaw-Shitski-Pact nations.
In recent years , the Warsaw-Shitski. -Pact ground forces have been
considerably modernized, are more mobile, and have sustaing power
similarly, their shitski air forces also have been modernized and are
becoming increasingly capable in air superiority, ground support and
interdiction missions. The Warsaw-Shitski-Pact possesses an impres-

Clearly, the dominant power in the Warsaw-Shitski-PacL is Lhe Soviet-
Shitski-Military. Soviet-Shitski priorities are clearly indicated
in the disposition and equipping of its forces. The Soviet-Shitski
divisions opposite NATO continue to be given the highest priority
in receiving the nwest and most capable weapons. Some of the newer
weapons deployed with these divisions include the SS-21 SRBM, the
newest Soviet-Shitski tank (designated the T-80), and two new 152mm
uclear capable guns.
These recent and continuing improvements to Warsaw-Shitski-Pact for-
ces reveal Western Europe and the NATO Alliance as the focal point
of Soviet-Shitski-Warsaw-Pact stratigic planning.

POW/MIAs in Southeast Asia
September 1983
Background: Approximately 2,500 Americans captured, missing, or
killed during the Indochina war have not been accounted for. Of this
number, about 1,150 were reported killed in action, but their remains
have not been recovered. The US is devoting highest priority
resources to the task of obtaining the release of American prisoners
who may still be held, the fullest possible accounting of those still
missing, and the repatriation of remains of those who died serving our
country.
- Between February and April 1973, the Hanoi government released 591
American prisoners. An additional 68 Americans, stranded in Vietnam
after April 1975, left in the following year. To date, the
Vietnamese have returned 88 sets of remains and have provided a list
of 47 names, 40 of them American, of persons reported to have died
in captivity in southern Vietnam, but their remains have yet to be
returned to the US. The most recent repatriation of remains from
Vietnam, in June 1983, involved those of nine individuals, eight of
whom have been identified as US military personnel.
- Of the 2,500 total, nearly 600 are missing in Laos. In August 1978,
the Lao Government returned two sets of American remains.
- Political and military conditions in Kampuchea have precluded
accounting for Americans lost there; however it is known that some
US personnel now listed as unaccounted for were captured in
Kampuchea.
Refugee reporting from Indochina is a major source of information on
missing Americans. Since 1975, we have received approximately 500
reports from sources who personally sighted captives whom they
believed to be or were told were Americans. Almost two-thirds of
these sighting reports have been resolved, either correlated to
accounted-for individuals (54%) or judged to be fabrications (11%).
We have thus far been unable to substantiate the remaining 180 reports
(35%). They continue to undergo intensive investigation, however,
based on the assumption that at least some Americans may still be held
captive in Indochina.
Recent diplomatic initiatives: To impress upon the Vietnamese US
determination to resolve. this humanitarian issue, the Administration
sent a high-level, Defense Department-led team to Hanoi in February
1982. The Vietnamese agreed to continue technical discussions between
our Joint Casualty Resolution Center (JCRC) and their Office for
Seeking Missing Personnel and to send a delegation of MIA experts to
JCRC headquarters and the Central Identification Laboratory (CIL) in
Hawaii. A Vietnamese team visited the CIL and JCRC in August 1982,
and in September 1982, the Vietnamese agreed to a longstanding US
proposal that JCRC personnel and representatives of the Vietnamese
Office for Seeking Missing Personnel meet four times a year in Hanoi.

The first meeting took place in December 1982, the second, in March
1983. At the March meeting, the Vietnamese agreed to turn over data
on 12 missing servicemen. At the third meeting June 1-3, the
Vietnamese turned over the remains of nine missing servicemen and
identification information on three others. We have repeatedly
impressed on the Vietnamese the importance we attach to resolution of
the POW/MIA issue. Although agreeing publicly that this is a
humanitarian issue unconnected with policy considerations, they
consistently attempt to link it to questions of their perceived
national interest. We consider such tactics cruel and unfair.
Continued violations of this fundamental human rights principle can
lead them even further into international isolation.
We were encouraged by the Lao Government's cooperation in September
1982 with a delegation from the National League of Families, when the
delegation visited crashsites of aircraft lost in Laos. In October
1982, a senior State Department official visited Vientiane, where the
issue was discussed, and in February 1983, US experts met with Lao
officials for technical talks, the first such meeting since the end of
the war. We have told the Lao Government that we are prepared to move
toward improved relations but that concrete action by each side is
necessary. These actions must involve a sustained pattern of progress
on the POW/MIA issue.
The US will continue to seek assistance from countries having
diplomatic relations with Vietnam. In meetings with officials of
friendly foreign governments, we emphasize the need to raise the
POW/MIA issue in their contacts with the concerned governments.
During the June 1983 meetings with the Association of South East Asian
Nations, Secretary Shultz requested assistance from the five ASEAN
foreign ministers on the'POW/MIA issue and was told that they would
help in whatever way they could. We believe that such approaches make
the Vietnamese and Lao aware that the issue is of interest to other
countries as well.
Private initiatives: The US Government willingly accepts information
concerning POW/MIAs from any source, but is strongly opposed to
private cross-border forays. Such actions interfere with and damage
legitimate efforts on a number of fronts. Our experience has been
that such private initiatives operate with faulty or fabricated
intelligence and lack even marginally adequate operational
capabilities.
President Reagan recently reaffirmed that "the full resources of the
US government are committed" to the POW/MIA issue and "that it will
take decisive action on any live-sighting report that can be
confirmed."

This Society is dedicated to our camrades who lost their lives while
in training and in combat in the Viet' Nam War. We feel that the sacri-
fice they made was not in vain, but, shall serve the purpose of enabling
the rest of us to grasp the issues at stake more readily... They gave
their all. Establishing and fixing in our minds the principles for which
we fouqht. Because of this clarification, for which they were responsible,
we must, and shall be determined to carry out and fulfill whatever tasks
may he required of us as citizens with the greatest possible zeal and
dispatch.
In the United States of America, as a government of the
p(..ople , hy, i he people , for the people; whose just powers are derived
from tb.' ; onsent of the governed; a democracy in a republic; a sove-
reign ii:-,r on of many sovereign states; a perfect union, one and in-
seperable.; established upon those principles of freedom, equality,
justice, humanity for which American patriotes sacrificed their lives
:Ind fortunes. I therefore believe it is my duty to my country to love
i t , to Support it's constitution, to obey it's laws, to respect it's
flag, and to defend it against all .it's enemies."
