James McClure, following a briefing Monday by CIA and State Department officials, said President Reagan plans to present two reports to Congress by Jan. 23 on Soviet violations of various arms control treaties. The Idaho Republican said one report would be a ''public fact sheet,'' the other a confidential study for lawmakers. ''The report will contain presidential conclusions on seven Soviet arms control violations,'' he said following the briefing at his Boise Senate offices. ''Five of these Soviet violations are clear-cut and conclusive.'' He said the report will center on Soviet compliance with the SALT I and SALT II treaties, the Biological and Chemical Warfare Convention, the Threshold Nuclear Test Ban Treaty and the Helsinki Final Act. McClure, who successfully convinced fellow lawmakers last September to adopt a resolution demanding that Reagan prepare the reports, said they are ''vitally important to the public and Congress. 11 The senator, chairman of the Energy and Natural Resources Committee, said he would ask Reagan to a ''special closed session of the U.S. Senate for a top-secret briefing on Soviet SALT violations.'' That session would include an explanation to lawmakers on how the president plans to deal with the alleged treaty violations, he added. ''It is fundamental to our national security and the forthcoming debate on the defense budget to know whether the Soviets are complying with the SALT treaties and other arms control agreements," he said.
