Art H.1nick of the Central Intelligence Agency gave a 45-minute speech to a group of 200 UC students about the cloak-and-dagger work done by the CIA, but told reporters that his comments could not be printed. "I should point out for any of you who may be from the media, that what I say is off the record, and I hope you will follow that rule," Holnick said. Larry Cable, visiting asCistant professor of history, brought Holnick to the lecture. Elaine English, staff attorney at the Reporters' Committee of the Freedom of Information Center, said Holnick's speech was a public meeting and therefore subject to press coverage. An announcement was also sent to the News Record for publica- tion in the calendar. Holnick told the group of students everything they wanted to know. Unfortunately, if everything he said was off the record and you did not attend his lecture, you would not know he said, "We believe that the flow of narcotics into this country is financing ter- rorism around the world." Nor would you know that Holnick said, "It also seems clear, the Soviet Union is going to be a more difficult adversary in the future if Mr. Gorbachev is successful in making the Soviet Union more effi- cient." The spy business, said Holnick, is likely to become more difficult in the future-not easier. "I don't believe that the world of in- telligence is going to get any easier.
