Alarmed by the growing opposition in Europe to the deployment of new U.S. missiles, the Reagan administration has mounted a new effort to implement its nuclear policy. Strict secrecy on related clandestine operations could not prevent information leaking from the services themselves. Sources confirm: Though specialists - like George B u s h and William C a s e y, the former and present directors of the CIA, respectively, - are holding key positions in decision making bodies, the political establishment's handling of the intelligence community has not become more professional.
