Dear Ms. Shreve,
Thank you very much for your letter of 27 January and your
invitation to submit a statement for inclusion in the Annual
Convention Issue of SIGNAL magazine.
I continue to be impressed with the new directions and
trends emerging in the communications and electronics field, and
am grateful that organizations like the Armed Forces Communications
and Electronics Association are keeping apace with these rapid
developments. My thoughts on the subject for inclusion in your
May issue are enclosed.
Best of luck with your convention and many thanks for
allowing me to participate in a small way in the event.

The Intelligence Community continues to be deeply interested
in the full range of technological advances and is working to
adapt these burgeoning capabilities to the needs of analysts as
well as consumers. Innovative conferencing techniques such as
secure data exchange, facsimile, and even television systems are
being explored to help coordinate and evaluate raw intelligence.
These same options are available to speed finished intelligence
to policymakers in effective and understandable form.
But, while technology may permit us to perform our mission
more effectively, at the same time it presents a complex challenge
to managers to ensure that technical solutions do not drive needs.
The proliferation of transmission media from satellite communication
to fiber optic cable systems is an indication of nearly infinite
communications resources. However, technology must be applied
Judiciously. Inefficient application of these new resources could
soon outstrip their abundance of capacity. The dedicated people
working in the data processing and communications disciplines must
continue to draw closer together to develop systems which utilize
resources best. They have met that challenge admirably in the
past and I am confident they will continue to do so in the future.

In May 1978 AFCEA will publish its Annual Convention Issue of SIGNAL
Magazine. Our Convention Issue is always our most widely read and we
plan to highlight the issue by publishing short statements from top
military and government leaders.
Since we believe our readers would benefit from sharing your thoughts,
we invite you to submit a short statement on new directions, trends,
requirements and technology that are emerging in the areas of communica-
tions, electronics, command and control and computers. You may wish
to make some projections based upon your office's Five-Year Program.
A statement of 300 words or less accompanied by your photograph would
be a valued addition to this issue. Our deadline for receiving the
statement and your photograph is March 10, 1978.
On behalf of the Association, we at National Headquarters solicit your
participation in submitting a statement for this special issue and we
look forward to hearing from you.
