Under former director William Casey, CIA engaged in covert activities that may have gone beyond law. Former CIA counsel Stanley Sporkin created paperwork that provides legal basis for dubious projects. But he utilized more loopholes than laws, source said. Casey also dealt directly with Lt. Col. Oliver North, without confiding in subordinates. Fear is that Casey may have implicated CIA in North's wild schemes unbeknownst to his successors.
