JACK ANDERSON'S WASHINGTON LETTER
1 May 1986
STRICTLY PERSONAL: EXCERPTS FROM MY DIARY
April 16 -- Latest intercepts, decoded by our high-speed
computers, reveal Libya hasn't been deterred by bombing raid.
Messages from Tripoli continue to call for terrorist attacks
against U.S. targets.
Preliminary intelligence reports also indicate U.S. raid on
Libya has precipitate c ash between pro-Khadafy and anti-
Khadary factions. Con 1 ential Pentagon source called my
attention to one report, which said Libya's Prime Minister
Abdul Salam Jalloud appears to have taken over
operations in Libya. This would be bad news; he's e Kremlin's
man. He's responsible for negotiating arms deals, which have
pulled Libya into Soviet sphere.
Soviets have transformed Libya into forward base to protect
their interests in North Africa. U.S. strategists doubt that
Soviets will leave huge military arsenal, which they have
stocked in Libya, in uncertain hands of Moammar Khadaf.
Strategists expect Soviets to take advantage of crisis, if
they can get away with it, to oust Khadafy and replace him
with Jalloud.
Of course, CIA would like to replace Khadafy with its own
man, Moiamme Yousse_ Magar?eff. But leader with biggest
"`+? 0 owing insi e i ya is a oneim al-Huni, who lives in
exile in Egypt and won't have anything to do with either
superpower.
