The'national security of the U.S. and of all 159 nations is in increasing jeopardy.
Neither President Ronald Reagan nor General Secretary Mikhail Gorbachev has anything
to say at a propaganda summit, to warrant support from citizens of all nations.
Information is power and global intelligence is global power for breakthrough by a
world statesman earning support from all nations including the U.S.S.R. & U.S.
As the leaders of the Select Committee on Intelligence in the Senate you two may
assume charismatic leadership in a bi-partivan pro and con and creative
public discussion . . world-wide . . .of valid reasons for hope for the future.
The enclosed Special Report " OPEN SKIES" by Dr. Ray S. Cline, Director, World
Strategy Network, released today might be the instrument you could use
to ignite discussion of unprecedented powers to bring the arms race
to an eventual end, that humanity can get on with economic progress.

Neither a Chinese Strategic Defense Initiative (Great Wall). . .nor a French Strategic
Defense Initiative (Maginot Line) . . nor an American Strategic Defense Initiative
(Star Wars) . . .nor a Soviet Strategic Defense Initiative ever again can regain the
national security of any one of the 159 sovereign nations. From now on each
superpower strategic defense initiative intensifies crisis and hastens world chaos.
Soviet and/or American military budgets can be tripled or quintupled . . .bankrupting
its own economy . . without helping to rebuild the security and economic progress
of its own nation, or of its current temporary allies.
The nation which will emerge to provide leadership for all other nations in the coming
generation will be the one with leadership capable of (1) meeting its own defense
requirements and in addition (2) leading the world pioneering the experimental stages
of WHOLE EARTH SUPPORT INSTITUTIONS capable of guarding the national security and
economic progress of ALL nations, as air traffic control guards the safety and
progress of ALL airplanes in a cloud. With such leadership the coming generation
can be the most exciting, complex and rewarding era of creative experimentation
in history.
Space Intelligence is only one instrument for power management, national or global.

I am not seeking your political support or endorsement. I am only offering you
the opportunity to break open a breakthrough subject for creative public discussion
if you have any desire to do so, concerning this new strategic initiative projection
by Dr. Ray Cline. (See A)
As you know he was the Deputy Director of the Central Intelligence Agency (CIA)
who introduced satellite reconnaissance to the Intelligence Community. Then he
became Director of Intelligence for the State Department. Then for ten years or
so he has been Director of Studies at the Georgetown Center for Strategic and
International Studies, until recently becoming Director of the spin-off group
World Strategy Network.
(See B) I assume you also are aware of the parallel call for creation of a new
OPEN SKIES AGENCY in the Executive Branch by Adm. Stansfield Turner, former Director
of the CIA. (See C) And parallel initiatives by Dr. John L. McLucas
former Secretary of the Air Force;former Strategic Vice President of COMSAT,
and former president of the American Institute of Aeronautics and Astronautics
(See D) Because the White House has failed to provide this leadership, other
nations are building momentum for the French Initiative toward creation of
an International Satellite Monitoring Agency providing intelligence to all
nations in the interest of their own national security, operating independent
of the desires of the Kremlin and the White House. . both of which have tried
to block and prevent the French Initiative since it was introduced in 1978.
(See E) We were nominated for the 1985 Nobel Peace Prize by a Member of Parliament
in Australia who came here for indepth personal evaluation. The White House
under Presidents Johnson,Nixon,Ford,Carter and Reagan have refused to discuss
the subject with us. . . as has the leadership of the Senate and the House.
The White House has TWO "space policies" today:- (1) a MILITARY policy aiming toward
military domination of outer space and (2) a CIVILIAN policy aiming at American
domination of space science and exploration. Both space policies ignore or
neglect the NATIONAL SECURITY IMPERATIVE. Neither the U.S. nor any other nation
ever again will find security and economic progress until there are WORLD
AUTHORITIES (or referees or umpires) capable of guarding the security of all
nations, releasing scarce human and natural resources for the production of food,
clothing, housing, energy, clean air & water, health, education and national
defense for all nations.
For the first time in history this is a feasible and prudent long range objective
deserving support from the people of ALL nations. For shocking reasong this
remains a "forbidden subject'.' in the White House and the Kremlin. . . .and,so
far, in the Congress of the United States. ,
To repeat I am not seeking your political support or endorsement. I am inviting you
to stimulate a healthy pro and con and expansive discussion, before it is too late.
