STAT I Declassified in Part - Sanitized Copy Approved for Release 2012/01/12 : CIA-RDP90-00965R000503840004-1 RMLEAP MMJ WASHINGTON POST 24 September 1986 Suit Challenges U.S. Aid to Contras By Nancy Lewis Washington Post Staff Writer Five Americans who live in Nic- aragua and several peace and hu- manitarian groups filed suit yester- day in U.S. District Court here seeking enforcement of the World Court decision last June against U.S. aid to the contras. The United States refused to co- operate in the World Court's pro- ceedings after the court ruled in late 1984 that the matter of U.S. aid to the contras, the counterrevolution- aries seeking to overthrow Nicara- gua's Sandinista government, was within its jurisdiction. The Reagan administration has said it will not abide by the court's decision. The suit challenges the $100 mil- lion contra aid package recently ap- proved by Congress as a violation of international law. It also seeks to block any expenditure in excess of $100 million on the grounds that it would be a violation of the Admin- istrative Procedures Act. According to court naner the groups think that the CIA plans to spend money from its discretionary funds to help "arm, train and direct the contras' activities." Among groups joining in the suit, which was coordinated by the Cen- ter for Constitutional Law, were the World Federalist Association, the Campaign for U.N.
