MEMORANDUM FOR THE RECORD
SUBJECT: Meeting with the DDA on 5 March 1985 on the
Personal Security Training Program
1. On 5 March,
let with the DDA and ADDA to bring those otticers up to aate
on the development of our Personal Security Training Program and
to discuss with them resource requirements for the near term.
briefed the DDA on Field and Headquarters training
activities of the last few months and on the proposed new one
week course. He also went over the schedule of upcoming Field
and Headquarters training requirements and made the point that
these requirements could not be met unless additional resources
were forthcoming.
2. Mr. Fitzwater conveyed his enthusiastic support for this
program and spoke to his feelings of the importance of this activity
to the Agency and the Community. He indicated that he wanted the
program to have sufficient resources in terms of both equipment and
personnel. Toward this end, he said that he would attempt to locate
$10,000 for transfer to OTE to be used for required equipment and
development of adequate facilities, and he authorized the Director
of Training and Education to utilize the Development Complement at
least temporarily for the acquisition of two additional instructors.
The ADDA suggested that as an alternative to the Development Complement,
double slotting against flexible positions Might be preferable so as to
permit the identification of specific grade levels to potential candidates.
In any event, it was understood that OTE was authorized to proceed with
obtaining two additional instructors and that ceiling problems which might
occur towarcLtJieend of the fiscal year would be covered in some manner
')cY1 by the DDA.
