Approval for Hiring Annuitants as Independent
Contractors
As I have noted to each of you, I was notified by the
Director of Personnel last week that the Executive Director
had approved our request to hiring as Independent Contractors
25X1 area the three recent retirees whose cases have been
to work in support of operationalr ening in the Washington
of such concern recently. In my conversation with the Director
of Personnel, he pointed out that the Executive Director had
advised him that in the case of operational trainers, the Agency
must take a somewhat liberal interpretation of the current restric-
tive policy of hiring recent retirees. This is good news for us
and is evidence that Agency leadership is aware of the unique
problems we face. It is of critical importance that we do nothing
to jeopardize this position that has been taken by the Executive
Director. Toward this end, I am going to look very carefully at
each individual case involving the hiring of an annuitant as an
Independent Contractor, and I will forward to the Director of
Personnel only those cases where I am satisfied that the requirement
is essential and that no alternate means of meeting this requirement
is available. I ask that you apply the same standards in this
