CRUDE LIE, ABOUT "TACTICS OF THE INDIVIDUAL TERROR OF THE KOMINTERN"? The Secretary of the Executive Committee of the Kom- intern, Comrade Kuusinen, informs us of the following: The notorious lie factory of the White Guard Russian emigr`s, has again produced a specially coarse falsification. First, the newspaper of these emigres, "POSLIEDNIA ISVIESTIA", published at Riga, invented the ghost story (on March 30) that the last Enlarged Executive Committee of the Komintern had decided to change to the tactics of "the individual terror** Such a secret resolution is said to have been adopted at the proposal of Comrade Zinoviev after a violent debate, particularly over the resistance of the delegates of the "Argentine" and "Brazilian" Communistic Party. Comrade Zinoviev is said to have declared at the time: "Blood demands blood", et cetera, et cetera. Being conoious of the transparence of these stupid lies, the clumsy falsifiers fabricated a nonsensical "document" as proof and reproduced a photographic copy of it in their Paris paper "POSLIEDNIA NOVOSTI"; this is claimed to be a"pro- test" of the South American delegates to the Komintern against the reported terror resolution of the plenary session of the Enlarged Executive Committee. And now attempts are being made through all of the bourgeois presses to spread this falsification, particularly in France and England. But this falsification has caused a great deal of trouble to the swindlers because of lack of knowledge of some elementary matters, so that they can be convicted of the crude falsification without more adow The first of these matters is: at the last plenary session of the Enlarged Executive Committee not a single delegate from the Argentine or the Brazilian Communist Party or from South America at all took part. Thus a protest of these non-existent delegates was an impossibility for that very reason. The second thing was: nobody proposed the application of the individual terror in the Sixth Enlarged Executive Committee, (neither in the plenary session nor in the meetings of the Committees), or spoke in favor of it. The third thing was: the last Enlarged Executive Committee did indeed adopt unanimously a clear resolution on this question but in Just the opposite sense to that expected by the counter-revolutionary emigres n Riga and Paris. This resolution is included in the political theses which were adopted at the proposal of Comrade Zinoviev. In consequence of the regime established by the hangman Zankov, a oer- tain enthusiasm for the terroristic counter-weapon took possession of the Bulgarian laborers and found expression, for example, in the bombing of the Sophia church, in spite of the decisive attitude of disapproval manifested by the Central Committee of the Communistic Party of Bulgaria toward individual terror. Ter- roristic tendencies were also to be noted temporarily in Poland. The Communistic International most de- cidedly rejects the individual terror. In the rejection of this method of combat it is guided solely by principles of revolutionary expediency. However, the Communist Inter- national has nothing in common with the slacker attitude toward the problem of the revolutionary use of force. Every class- conscious proletarian knows that we cannot overthrow the bourgeoisie without the revo- lutionary use of force or free the world from the yoke of capital. Only as an armed force can the working class free mankind from the shame of capitalism. But for that very reason the Communists reject the application of the individual terror, since isolated acts which attempt to take the place of the mass combat are capable only of demoralizing our movement, dispersing our own forces and reducing our striking power."
