..,. "The M.O.P.R. must be a powerf~il means of
prona~anda of the international revolution.... The
slogans of the M.O.P.R. must play a great role in the
uniting of peasants and workmen into one revolutionary
party.... Special attention must be paid by the M.O.P.R.
to the questions of propaganda and agitation.... The
M.O.P.R. must become a rear of the revolution."
