of the ballet box triad to gain influenoe upon the
bourgeois state,, it was quite natural that principal
was paid to the organ isat ion of the voters. It was
neoeasary, therefore, to base the organisation on
election district,* irid doaloiles. This organisation
structure was also taken over by the Communist parties
from the Social-;,amoorat io Party. iowever, this is
oontrsdtetory not only to the ultimate aims of the
Communist Party, but also to its proximate twits. The
ultimate aim of our Party is to overthrow the supremacy
of the bourgeoisie, to conquer the bourgedria, the
se isure of political power by the labor classes, and the
inauguration of aommu ism. The proximate tasks are
to conquer the majority of the labor alasre* by mows
of active part io ipat ion in the every-day struggle of
the labor masse a, and by guiding such struggle. This
can be achieved only by closest contaot of our Party
organisations with the labor macsee at the various
works and establishments, an these grounds already

solved that the gazi&-oells at the veu ious individual
establishments should oonst itato the formation of the

Communist Party. "brewer, in the majority of
sections of the Comp,^unist Intsrnutional, this re..
solution has not yet been carried into effeatj in
many sections the question of or iz ing germ-cells
at the and ividaal establishments, h ;A not yet even
been broached. In the mear_tims, the experience of
the German revolution (towards the end of the year
1983) has clearly shown that without germ..eslls at the
individual establishments and without closest oontaot
with the labor masses - the latter cannot be drawn into
the struggle, nor guided, that their moods rind frame
of mind cannot be ganged correctly, that the right
moment cannot be seized and v iotory oter the bourgeoisie
