MEMORANDUM FOR: The Director

SUBJECT: While You Were Away
Testimony on Defectors: We are preparing testimony for your
appearance on 8 October before Senator Nunn's Permanent
Subcommittee on Investigations. The focus of the hearing will
be on how the United States can better take advantage of
non-intelligence defectors from the Communist bloc. You will be
the first witness, along with General Odom. On the second day,
various defectors and private resettlement agencies will
appear. The hearing is open and your testimony is
unclassified.
New Moscow Chancellery Strategy: State Department is taking
the initiative to inform Congress of the options for
reconstructing the Moscow Embassy that you and Secretary Shultz
agreed to. They propose that Deputy Secretary Whitehead and the
DDCI appear jointly.
Justice-FBI-DoD-CIA Counterterrorism Operation:
Congressional reactions were generally positive. Chairmen Boren
and Stokes as well Senator Cohen and Messrs. Hyde, Beilenson,
McCurdy, and Lungren commended CIA on its decision to brief the
Committee leadership prior to initiation of the operation and
then follow up with a full Committee briefing after the
operation was completed.
Future meetings with Oversight Committee Leaders: Your next
meeting with Chairman Boren and Vice Chairman Cohen is set for
30 September at the Senate Intelligence Committee, and your next
meeting with Chairman Stokes and Mr. Hyde will be held on
1 October over breakfast in your dining room. Chairman Chappel
and Mr. McDade will probably not be available for a meeting with
you until after Appropriations Committees have completed their
work on the continuing resolution.
Other Scheduled Congressional Contacts: In addition to the
leadership meetings, Representative Richard Ray (D., GA) will
meet you in your office for 10 minutes on 2 October. Mr. Ray,
who requested the meeting, is a key player on Nicaragua. You
are also giving breakfasts for Representative Dick Cheney
(R., WY), Senator Bob Graham, (D., FL.), Senator Edward Kennedy
(D., MA) and Senator Lloyd Bentsen (D., TX) at various times
during October.
