Approved For Release 2008/05/29: CIA-RDP9OBOOl70ROO0200230042-2 1981 SUBJECT: TESTOR CORPORATION REQUEST FOR DATA In response to your questions of 28 October 1981, we submit the following: QUESTION - IS THE DATA CLASSIFIED? The SR-71 is covered by our current DD-254, Security Classification Specification, and the airframe is unclassified. Regarding the A-11/A-12 and D-21, Lockheed has never been advised of any revision to the original classifi- cation placed on these aircraft. QUESTION - IS IT LOCKHEED PROPRIETARY? SR-71 data was furnished to the United States Government with unlimited rights unless specifically marked as proprietary. The list of data with the 7 October 1981 Testors' letter does not appear to be proprietary., but the specific items would need evaluation before a final conclusion could be reached. QUESTION - DOES THE AIR FORCE OR THE CIA OWN DATA? The United States Government has rights to the data as set forth in the above question. QUESTION - IS IT RETRIEVABLE FROM YOUR ARCHIVES? Preliminary investigation indicates that most of the data is available, but it will take some time as it will cause us certain expense to retrieve it. QUESTION -IF DATA WAS TO BE RELEASED, COULD IT BE DONE ON A COMMERCIAL BASIS BETWEEN LOCKHEED AND TESTOR? Lockheed does not wish to establish a commercial relationship in these matters since it exposes us to continuing harassment for data on all of our programs. We believe the United States Air Force should act as coordinator and screen such requests in view of the sensitive nature and the military value.
