MEMORANDUM FOR: Deputy Director for Science and Technology
SUBJECT Airlift Support for Project
1. This memorandum contains a recorrunendation for your
approval. Such recommendation is contained in paragraph 5.
2. The Office of Special Activities in conjunction with the
Office of Research and Development and the 25X1
DDP, has been investigating the possible use of 25X1
assets for airlift support of Project These investigations 25X1
have led to the determination that could satisfy the 25X1
project support airlift requirements. These airlift requirements
include: passenger transport to and from Area 51, an airborne relay
platform, and a chase aircraft for the vehicle. 25X1
3. assets that could be used to satisfy the stated 25X1
airlift requirements are DC6B's, C46's, Jet Ranger Helicopter, Porter
and other S. T. O. L. aircraft. has forwarded by message 25X1
(copy attached) their estimated cost for support of this program during
the flight test phase (April 70 - Dec. 70). The $222, 000 approximate
cost for the DC-6 and Jet Ranger airlift support combination for 7 months-
of test phase appears to be' very reasonable. There'is a good possibility
that savin s can be made on these cost fi ure s by the careful scheduling
of the aircraft against the airlift requirements. 25X1
these aircraft is between $67025X1
and $750 per hour for the DC-6, and $250 to $300 per hour for the Jet
Ranger Helicopter. price to us is $575 per hour for the D(25X1
and $220 per hour for the Jet Ranger Helicopter, which is considerably
below their normal return. 25X1

ments are for the flight test phase of the project by ORD, it should be
mentioned that many of the requirements will continue to exist during
the follow-on phases of the project. OSA for example, will need an
and some personnel transport during the valid- 25X1
ation and training phase of It is also conceivable that
25X1
assets could be used during the operational phases of the project. The
following are additional advantages in using
