MEMORANDUM FOR CHAIRMAN, CRITICAL INTELLIGENCE PROBLEMS COMMITTEE
SUBJECT: Membership on CIPC
Since the establishment of the new ASD(C31) in early 1985,
this organization has been charged with providing the overall DoD
interface to the Intelligence Community. As such, I now serve as
a member of the National Foreign Intelligence Council (NFIC).
OASD(C3I) has also obtained observer status on both the SIGINT
and COMIREX Committees and will soon hold the same status on the
newly established MASINT Committee.
Since the CIPC is a cornerstone for handling the critical
problems of the Intelligence Community, we believe it is
important that a proper DoD perspective be lent to the working of
the CIPC. In addition, OASD(C31) representatives are currently
members of at least some of the working groups studying problems,
such as Mobile Missiles and Relocatable Targets. Therefore, we
request OASD(C31) membership on the CIPC.
