1. Attached is a copy of the final draft of the follow-up report
requested by the DDCI as part of the CIPC Narcotics Study. This report is
also being sent by special messenger to the CIPC principals for their review
25X1 prior to its consideration at the CIPC principals' meeting on 26 November.
2. Your participation and contribution to this draft report has been much
appreciated and the finished product, as does the CIPC Narcotics Study, owes
much to your critical review. As agreed at our last Working Group meeting,
concurrence in the follow-up report will be assumed unles someone has a
25X1 significant problem which needs to be resolved.
3. As you are aware, we are expected to review the status and results of
the implementation of these recommendations by year's end and report our
findings through the CIPC principals to the Director of Central Intelligence.
We will b touch with you soon on procedures for drafting this status
