MEMORANDUM FOR MEMBERS, SENIOR INTERAGENCY GROUP FOR SPACE
SUBJECT: NSDD on commercialization of Expendable
Launch Vehicles (ELVs)
A draft National Security Decision Directive and Implementing
Guidelines on Commercialization of ELVS is attached for your
comment prior to signature by the President. The complete
report of the SIG(Space) Space Launch Policy Working Group
is also provided at Attachment 2.
In the process of commenting, your attention is particularly
directed to two changes made to the NSDD drafted by the
Working Group. First, in the Implementation Section of the
draft NSDD, we have added wording to clarify the responsibilities
of the interim working group and specify a date when the group
will present its recommendations to the IG(Space). Second, we
have added the following sentence to the Policy Section: "The
U.S. Government will encourage competition among rvarious ssystems
and concepts within the U.S. private sector by p ous
treatment for all commercial launch operators." This sentence was
added to clarify the intent of the U.S. Government to encourage
maximum use of the competitive process.
Please provide your comments by April 29, 1983. Questions
on this subject may be referred to Gil Rye of the NSC Staff
at 395-5022.
The President conveys his appreciation to those who participated
in drafting the excellent report provided by the SIG(Space)
Space Launch Policy Working Group.
