The National Security Council/Senior Interagency Group (Intelligence) (NSC/SIG-I) has directed that a U.S. Government-wide study be conducted by the Interagency Group/Countermeasures (IG/CM) to obtain and bring together countermeasure and countermeasure-related macro resource data on a trial basis to enable better countermeasure program decisions to be made by responsible program managers, and to improve understanding of senior-level policymakers with respect to the broad expenditure decisions involved. The NSC/SIG(I) action occurred as a consequence of its consideration of the IG/CM "NSSD-2 Countermeasure Organization Study" of July 1983 (D/ICS 83-0707). ^ 2. The countermeasure programs and activities for which macro resource data will be sought are those covered in the IG/CM Countermeasure Organization Study, representatives to be designated b "' "c a" "Leu Dy by participating recipient addressees. Countermeasure programs will be taken up sequentially in separate sections. Not all agencies will be involved in each data collection effort, and it is expected that agency representatives will vary depending on the particular countermeasure activity involved. It is further expected that separate terms of reference will be developed for each countermeasure program in consultation' with the principal agencies/departments involved. 0 4.
