Action Requested: Your approval of recommendation in paragraph 7 regarding provision of information on NSSD 2/82 study progress to the cognizant SSCI staff officer. 2. Background: On 28 April, by prior arrangement through the.Legislative Liaison Branch, I met with Mr. Rob Simmons, SSCI Staff Director; Mr. Abe Schuisky, Minority Staff Director counsel); and Mr. Jean Evans, SSCI Counter- intelligence Referent. of this office and Jerry Prehn, LLB, were 25X1 also present. 3. The principal purpose of the meeting, as described by Mr. Simmons, was to inquire about the status of the NSSD 2/82 effort which had been dis- cussed in media reports stemming from the DDCI resignation action. Mr. Simmons also asked that further status reports be provided to Mr. Evans, who he hoped could establish a closer working liaison on this and other matters with this office. Although Mr. Evans has represented 25X1 CI matters on the SSCI staff as a Member designee, he has recently been assigned to the core staff with full-time responsibility for Community CI matters. 4. In a brief review of the NSSD 2/82 action, I summarized the scope of the study, the structure being employed for its conduct, and the process by which we intended to accomplish it. I avoided details of the study direc- tive, the outline discussions, and the efforts now under way. I did emphasize that this is responsive to NSC tasking and would be reported to the NSC. I compared it to the "Intelligence Capabilities 1985" study in purpose and offered my opinion that, once completed and approved, the results would probably be a basis for discussions with the SSCI. This summarization seemed to satisfy their general interest. Other topics of special interest to Mr. Simmons were: a. Is the implementation of NSSD 2/82 in accordance with Admiral Inman's views? Mr. Simmons was informed it is. b. Is the Wall Street Journal-cited report of the completion of the 'study on Soviet efforts to deceive U.S. technic c lection systems true? Mr. Simmons was told~ L~ completion of 25X1 the study is anticipated for late May-early June. The study, requested by the SSCI, will be provided to it after completion. 6. As to future status reports to be discussed with Mr. Evans,' I said that I would seek guidance from the D/ICS and the DCI. For your consideration, I propose the following: a. Acknowledge mutual advantage by maintaining a working liaison between the SSCI staff (through Mr. Evans) and this office. b. In the course of liaison discussions, provide non-substantive status reports on the progress of the study effort. His visits probably will not exceed monthly intervals, so I anticipate such status reports in June and again in July. The progress of the study (to he completed by early July) should facilitate these status reports without a need to go into issues of substance. C. Continue to contemplate eventual briefing of the completed study to the SSCI as an introduction to budget and program actions which will result. d. Discuss other countermeasure situations and problems as ap- propriate. 7. Recommendation: That you approve establishment and conduct of the liaison as outlined in paragraph 6 above.
